Professor Fleming is a Civil Engineer and has experience in the subject areas of contaminated dredging, waste & resource management, environmental audits, landfill technology, contaminated land and hydrology.

He began his research career at Strathclyde and Stanford Universities where he pioneered techniques in computer simulation of floods and sediment movement to estuaries, and the reuse of dredged material as topsoil.

Through his academic career as Professor of Civil Engineering at the University of Strathclyde, he has gained an international reputation and has acted for many organisations and consultancies including the United Nations FAO. He has published his research in various books and papers and is highly experienced in expert witness and media interviews.

In January 1996, Professor Fleming was appointed Managing Director of EnviroCentre Limited - an environmental consultancy spun out of Strathclyde University. Professor Fleming is a past president of the Institution of Civil Engineers (1999 – 2000) and at that time provided policy advice to London’s Deputy Mayor, while Chair of the ICE Waste Board.

Professor Fleming is widely recognised as a leading researcher and practitioner providing advice to national and local government and private industry. His skill has been recognised through his appointment as a Non-Executive Director of WRAP and British Waterways.

He is also Vice President of the charity Engineers Against Poverty (EAP). Professor Fleming was appointed a member of the Port of Tyne in July 2005.
